It's an acrylic french manicure. You can go to a nail/beauty salon and ask for it. What you should do before you go ahead is take the picture with you and show the nail technician what you want. that way you will get the same look.

That is a french manicure. You can buy the kit from Target, Walmart, Walgreens, Eckerd by Sally Hansen but I think when it is done professionally it looks and last longer. If they screw up you go back and have them do it again.
