There are a few places in London that deal in good second hand jewellery. Grays Antique Market (Bond St) is a great start - they are only open weekdays. Alfies Antiques on the Edgeware Road is also a good stop. open Saturdays and weekdays. It'd pay to go to Hatton Gardens in Clerkenwell. It's the diamond centre of London, so they'll have the inside track. Antwerp is Europe's diamond centre, and you can get a great Eurostar deal there at the moment (it's under an hour from Brussells) The price is reduced considerably - but the Euro's quite high at the moment. BE REALLY CAREFUL !!!!!
If you want to buy "high quality" then I assume you are talking £1,000+ or probably several £1,000s
With diamonds its so easy to get ripped off unless you really know the subject. My advice (can't emphasise enough) is to do some research on diamonds to find out what quality means. I have heard stories of people distraught after being conned into thinking their diamond was worth "X" when in fact it was worth less than a third of what they paid.

An interesting question.Why just one?
Most places where you can buy second hand earrings will only sell a pair.
If you you have lost one your best bet is to go to a good jeweller ans ask for him to copy the one you have left. Alternatively sell the one you have left if the diamond is a good one and replace by a pair.

Before buying 2nd hand, go on Google or similar & print off info about diamonds explaining clarity etc & at least you have an idea on what you are buying....
Also,, 2nd hand is not neccasery the cheapest !!!!! Buying just under eg, 0.9 caret is a LOT cheaper than buying just over a caret.

Try Hatton Garden in London ... I brought a Rolex Oyster last week for £ 2,200..! ..that a very good price ( i saved £250 on the list prise ) You should get a good deal there..

Jewelers, pawn shops and antique shops have interesting old jewelry. An antique store might even have singles. Ebay is a good place too.
