it is a brand new heater a handyman installed but it only puts out hot water for a minute then gets cold. the cold water pipe is warmer than the hot water pipe. the handy man put the old expansion tank back on. the temp for the heater is set around 130 degrees.

Sounds like to me that he installed the water lines backward. The cold water inlet has a dip tube that allows the cold water to enter the heater at the bottom. Most of the new water heaters have small check valves at the top. If the water lines are backwards, the water cant leave the heater. Hope this helps! Good luck!

The water lines may have been installed backwards as others have mentioned or the plastic tube that takes the cold water to the bottom of the tank may have been damaged and is allowing the cold water to mix with the hot water at the top of the tank.

he may have put the cold water line on the outlet and the hot on the inlet. the cold water inlet has a tube the runs to the bottom of the tank, the hot water outlet doesnt have a pipe, it just takes water off of the top as hot water rises

I have a clue that it's a electric and has a double wired coil, right. Use an ohm meter or a regular electrical check lite and see if both elements come on, I'm betting the second one isn't coming on.
Call the guy back and tell him what's going on and to get his but back.

Check that he didn't mix up the water lines when installing.
