as we mature we lose the baby fat in those areas and our skin gets thinner there as our bones finish growing and developing.
Often the skin on our elbows and knees tends to be a lot dryer which makes the 'parrots beak' seem a lot more prominent

Like Constant erosion around river banks the edges soil gets eroded in the same way from childhood to Old Age there is a constant erosion taking place on our elbows , knees ,etc so you can say that at ageing it becomes Parrot's Beak,

This is not the same in all cases,some has beautiful eyebrows in both stages & some eybrows grow like parrot's beak as u say due to disbalance of harmones.
