what public relationship strategy do people use in company ?

I wok for a big company and slightly know the VP of communications, who has a role in the company's PR. I also used to work for a magazine as an editor and know something about PR from that perspective.

As far as I can tell, the company I work for has no single strategy. I does lots of print and TV advertising and it has used three separate programs in the past 18 months, trying one angle/slogan and abandoning it for the next. The VP clearly wants to micromanage PR within the industry and will not release information that I think would be gobbled up by appropriate trade magazines. The company has minimized its most profitable brand and now finds that it is losing customers in that brand, hurting its revenue and stock position.

I am not privy to corporate PR decision but the company has clearly gone wrong in the past 18 months. It remains to be seen if the latest ad program has the legs to last.
