Dick Tracy is a comic strip character drawn by, I believe, Chester Gould. Tracy's trademarks were a yellow fedora and a yellow trenchcoat.

He also was known for using scientific gadgets to fight crime.

He's a comic book character cop, they made a movie about him in the...90s I think. It was pretty good.
