Dick Tracy is a comic strip character drawn by, I believe, Chester Gould. Tracy's trademarks were a yellow fedora and a yellow trenchcoat.
He also was known for using scientific gadgets to fight crime.

Oh yeah, and he was portrayed in a movie by Warren Beatty.
