Your "friend" is suffering from Voyerism. Voyerism is the compulsion to observe others when they do not know they are being observed. It is based on displaced anxiety. The voyer gets a sense of superiority and control from this behavior. It's a way to relieve the anxiety they feel about their own shortcomings.
Voyerism is a violation of the privacy of others. It is an indirect way of dominating other people. It is a way of releiving one's own anxiety at the expense of other people's rights.
The answer to this lies in counseling. It means discovering the reason for the compulsion, the motivations behind it. Could it be that your "friend" finds it more comfortable to avoid their own issues and focus on what other people are doing? Could it be low self-esteem? Could it be self-hatred? A visit to a psychologist might be in order.....

Is the "friend" YOU? LOL Either way, it's natural to want to spy on others, just not legal. Then again 'Candid Camera' was a hugely successful TV show in which half the fun was spying on people, and I don't remember ever hearing about any legal repercussions for Alan Funt, so there you have it: Buy a camera (oops....I mean have your "FRIEND" buy a camera) and charge people to watch the footage.
So, tell me about these neighbors anyway...are they young? Hot? Naked? Can I get "your friend's" number?

Tell your friend that he needs professional help. If he gets caught spying on the neighbors, he will eventually find himself arrested or he will spy on someone that thinks that he is an intruder to their home and use lethal force against him. It is imperative that he goes to counselor or psychiatrist.

he needs to go out with friends more and maybe make sure that he closes his shades so he can't see anything. Maybe even put a window picture on his window so he can't see what his neighbors are doing.

Whoever this "friend" of yours is, try to spend time with him/her to keep occupied on something else, so they won't... look... at neihbors.
And if this "friend" happens to be you (It's ok if it is.) Just go out somewhere. Take a walk. Go over friends... or my personal favorites.. go shopping or to parties.
