2 stroke bikes fowl spark plugs for two reasons -
There's to much oil mixed in the fuel or the compression is to low to fully ignite the fuel/oil premix.
Since your bike has some years on it, I'll guess that your problem is the compression. 2 stroke dirt bikes need their piston & rings changed every 2 seasons - max.
You should need a firm kick to kick start it. Otherwise the top end (piston/rings/cylinder) will need to be rebuilt. If you've never had to top end rebuilt, DO IT NOW!!! before you do any major damage.

Ill assume this is a KX-125, Most of the time this is from too much oil in the fuel, mix your gas at around 32;1 to 40;1 and use a good quality oil I would use Kawasaki racing 2 stroke oil. Next likely would be a dirty or over oiled air filter, clean or replace if nessasary . Low compression is also a possibility, to determin this do a compression test, with the throttle at wide open you should get around 160 lbs in about 5or 6 kicks, any lower than that and you should rebuild the top end. Dont wait till it blows thats a nickacil cylinder and it cant be bored (resurfaced)

Plugs foul do to not burning the fuel properly. Check the gap on your plugs and if you have a choke make sure it is not slightly engaged, this will cause your bike to run rich and foul plugs.
Also, clean your carb and use some fresh gas.

Foul plug? Try a hotter plug. Ask any dealer which one. Also use the best, freshest gas you can.

its a dirtbike right,...its kinda hard to see, but there, a screw that would need a flat head, look the tank,. then just play with it till u get that sweet sound, i hope i helped
