Depends on the size you want. If you are talking about a trickle filter with a large sump (say 18x24x12"deep for up to 250gallons), would definitely be cheaper to build it yourself. If just small tank, buy hang-ons like Penguines with bio-wheels or buy an under-gravel.

Should be plenty of web sites with instructions for building trickle filters if you google. An easy way, if you have a container that will act as a sump is: Take a tall pvc (6 gal) bucket and drill a lot of 3/8 or 1/2" holes in bottom. Fill it 2/3 to 3/4 with media (like bio-balls). Cut off the bottom 3" of another bucket for a trickle plate and randomly drill several dozen 1/8" holes in the bottom from the inside. Use the tip of a utility knife blade or corner of a sharp chisel to score gouges between the holes. Place on top of the media and line it with a piece of polyester matting as a pre-filter. Set up on CLEAN bricks in the sump so bottom is at or just above the water line. Feed your overflow from the tank into the trickle plate onto the pre-filter. Use a submerged powerhead large enough (and with sufficient head pressure) for your desired flow, to pump the water into your tank from the sump. Larger, external pump can be plumbed in with a bulkhead fitting if you are that ambitious.

You can use a net bag under trickle plate for carbon, if desired. If you use a submerged spray bar, be sure to drill a small hole just below the waterline as vacuum break to prevent back-siphoning and sump overflow.
