If done properly, answering a question with a question leads the person asking the question to finding the answer on his own.

Well, the question becomes the answer when it is asked. God, I can't get my tiny head around this - it just keeps going. I think I'll go get donuts and think about it some more. Did you notice I answered without asking a question? Oh drat - never mind.

The only time I answer a question with a question is when I don't completely understand what the person is asking or when not enough info is given.
But I guess we have YA because the majority answer with answers.

Usually a person will answer a question with a question when
A. They don't know the answer...or
B. They are trying to avoid the question

You don't always answere a question with a question. E.g.
What is a colour beginning with R and ending with d::
Red !
OOh wait, I get it oh yeah, you answere it like that because you want to know if your answere is right
