my brother was telling me that he can go online and can check exactly where his car is and has been due to a chip he put in for his gps system. Is that even possible?

GPS means Global Positioning System. Your vehicle should be equiped with the GPS equipment then you can track your vehicle.This system is used mostly by the transporters to track their truck movements.

Yes, all the new top alarm systems have this feature.
It has been very common for trucks since a while, and now they are putting it on cars.
Here in Italy if you have one of those, you can save good money with the insurance.

yes I'm not sure the name of the device, but it also tells speeds of vehicle at any point of travel and keeps a history stored so exact routes can be checked.

Unless he has an Amateur Radio License and has Access to ARRP Technology which will allow him to track Via GPRS Systems!
