Of the three places you mentioned, Valencia is going to be the cheapest, although much higher in price than the average for the rest of the United States. San Luis Obispo and San Diego are expensive mainly due to their location near the water.
Valencia is a pleasant suburb within fairly easy access to the Los Angeles metropolitan area via freeway or Metrolink train. The developers have gone a bit overboard in the area and the result is house upon house, apartment/condo complex upon apartment/condo complex until there is practically no space to breathe anymore.
If you do not work in LA or have any use for the LA Metro scene, you can still find everything you will need to buy, eat or play at within easy reach in Valencia and the Canyon Country area.

I havent been in Valencia. I had passed by San Luis Obispo but had stayed in San Diego x 3 months. It is only San Diego in which I can tell you more.
I stayed first in National City x 1 month. My friend there lives in a low cost housing since she had undergone kidney transplantation & her husband earns within minimum range. They only pay, $400.00 for a 3 bedroom, 2 rest/comfort rooms apartment. Her brother, who just lives nearby pays for a $700.00 2 bedroom apartment just nearby. There are a lot of Mexicans in the area since it is already near Mexico. I had also stayed in a nice housing somewherein San Diego and the house really costs a lot. I have a cousin who used to live here & transferred to Texas. She really regret it since San Diego is really a lovely place. It has a nice weather. Senior citizens or those who have retired usually love it there since it doesnt snow unlike in the East. Weather is better than in LA. However, if you like to work, I think LA has alot of market for working population.
The La Jolla area is a bit more expensive, a studio type, 2 bedroom apartment usually cost around $1,000++.

San Diego is a beautiful place though some parts can be pricey as the others have said. However the housing market has slowed and I got a great deal on my house. Different parts of San Diego are priced differently. You must look into SD its great

People keep telling you that you need alot of money. if you have the right job then you can survive down there. my moms friends dad makes 25 dollars an hour and can live down there. I'm suppose to be moving there in january. they all are nice areas but i know the most about san diego and i would live down there. We are suppose to be getting 5 bed home 3 bath for 2000 or less and found alot. the only thing is that they said they have high gas prices. but if you can lve down there i'm pretty sure you can get gas and clothes and shelter.
