the company does. sometimes this is done by companies making large quantities of stuff, like halloween costumes, where people dont really care if it fits well or not. this is also done by some upscale clothing companies who feel that if you dont fit into their one size, you dont deserve to wear it anyway. for example, michael stars brand tee shirts. you can buy them at neiman marcus and cotton island in dallas, tx. the tag says "one size fits all" and the "all" looks like it has been crossed out and then "most" has been written above it. "one size fits most." how ridiculous is that? my mom has a michael stars tee shirt because she is very small and it was on sale. i was able to wear it comfortably when i was twelve. now i am a normal sized fourteen year old and i cannot wear it. it's too small. so basically this brand tries to make you feel fat if you're not the typical stick-thin dallas socialite. (but there are so many boob jobs done in dallas, i'm surprised the shirt would even accomodate the customer's chest.) :) sorry about the tirade, and i hope i answered your question.
