It's really to generic a question to answer.
It really depends on your personal preferences as to whether Compaq or Toshiba is the better choice.
However, when it comes to a "national brand" PC, I tend to look at Dell these days. There prices are really great, you can shop for a few weeks and find a really good package that fits your computing needs, and Dell has implemented a totally new customer satisfaction program and has spent millions doing so.
On the other hand, if you want to specify exactly what you want in a PC for hardware, I recommend you look at one of your local computer merchants that will build a PC for you. It's usually a bit more expensive this way, but you get exactly what you want and don't have to compromise on "package deals" that the national vendors offer.
