If your truly not selling any thing tell them that up front. Than offer them a free home energy audit that may qualify them for insulation assistance. People really don't care about carbon emissions as much as thy do saving money.
No thy should not be penalized nor should it be compulsory If you can't give something away for free maybe it's you with the head in the sand.

I guess either no one believes that the insulation is that good and that you are offering it for free and that its installation won't mess up their house and that some poisonous chemical like formaldehyde won't come out of the insulation.
If it is that great you could sell the rights to a company that makes insulation and sit back collecting a royalty while they make it, market it, and install it.
That one-third cut in emissions figure is hard to believe - so a certified lab would need to vouch for it.

Are you talking cavity wall insulation? I think the problem is that most people still believe that there should be an air gap between the outer and inner walls of a building to stop any damp problem inside the house. Once you get over this barrier I think you will be okay.

May be some articles on your local radio or some article written about in the local newspapers, attend some meetings of various clubs & such like. People do NOT like cold selling, it is an intrusion. Too much bad press about door to door callers makes people suspicious and defensive. And would YOU trust anyone that says its FREE!? (Lets face is from our mothers knee with are told NOTHING IS EVER FREE - not really FREE!)
I had my entire house insulated years ago, and am quite happy with it. Find others who have, get them to pass the word around, it will catch on like WILD FIRE, especially if it really FREE.

If someone offers me something for nothing I have to wonder why! Don't you? In this world there is always a catch. My house is from the 17th century and a listed building, I'm not allowed to get double glazing so would I be able to get it?

I wouldnt exept it. For one thing it sounds dodgey. Nothing is ever free in this world we live in. You should really post leaflets telling people about this and maybe a website they could go to to chek that its all legal and safe.
