Cutout activates before water is fully heated.

Nothing to do with overcurrent or a faulty element, it operates purely on temperature. The thermostat is set too high or is faulty and not cutting out at the set temperature, reduce the temp and reset. If it still cuts out replace the stat.

Most cutouts function on over current (too many amps, fire hazard) which is frequently caused by a short in the wires.
