If you are looking to put rigid foam board over the top of blow in insulation or roll insulation DO NOT do it!!
By putting foam board over the old insulation you are making a vapor barrier that will trap moisture in the insultion and start mold problem.
Just add more blown in insulation or roll insulation over the old.

Well yes you can, But, If you compress the old insulation you lose R-Value, If you are on a budget the best thing to do is blow insulation in the attic if it is an unused area, if not then I would buy the rolls and roll it out. If you do not compress the old insulation and do it right it will work.

You want less weight. If you double it up it adds weight to the roof, and that's not a good idea.
