You mean that you have a Toshiba? cool.
But I don't know what you mean by WEIRD? Mouse movements?
Some problems are caused by SpyWare. I recommend that you go to http://www.download.com and get AD-AWARE and SpyBot Search & Destory. Install, run, update and scan your computer with both programs.

you need to say what it is doing. but without knowing, scan it for viruses, spyware and then defrag it.
