I'm a guy...
And this is weird but since I turned about 38 it is a definite YES.
The smell of it cooking and the smell of it in sweat seems to stimulate a hunger in me not just for food.
I get this sense of heightened awareness.
Actually I have found this quite odd since I did not like garlic when I was younger.

Garlic is a great enhancement, for cooking food
It is also widely used as a medication ( especially in China)
It is a natural antiseptic, and can reduce cholesterol.
It does ward off colds and flue ,
This would make you feel well
when you feel really well, your,libido is, also on a high !!!!!!
So on that basis, i would say that garlic ,
can make you feel 'Horny'

Not for me. Garlic makes you smell bad. How would that "make you horney?" Oh, maybe you would get horny because no one would want to be around you because you smell bad.

you can usually tell when girls are in the mood because they'll become very uneasy. They start to rub their legs together, play with their hair alot or just get real touchy feely. The best way to tell is to put your hand gently on their lower back. If they back into it, its a sure sign they're ready!

I've heard it enables men to go the extra mile. I haven't heard of it having any effect on females. It is good for you though.
