I think the answer is for the Government to stop swanning around in their big cars and silk suits, private planes and big houses and spend the money on public works such as road, school and hospital building to provide jobs for the masses of unemployed so that they do not have to resort to mugging, hi-jacking and robbery. Also if the various financial curbs on foreign exchange were relaxed there might be more investment to help fund such projects. The inner cities will not recover until the economy does and that needs more money in the hands manufacturers to increase production and in the hands of the general populace to spend on goods and services etc.
