Is there any special way I can use vellum foiled paper? Do you just cut it out and stick it on, or is there any other way to use it? Can the writing on it come off (like a sticker).

I have not heard of vellum foiled paper. Vellum usually refers to the translucent papers used in parchment craft. When you trace a design with a stylus it makes a white raised line. This sounds like it might be one of the decorated ones vellums. They are often used as an extra layer on the outside of a greeting card or you can rubber stamp, heat emboss and cut out decorative embellishments such as flowers and leaves. You will need a glue suitable for vellum as many glues show through from the back and spoil the effect.

Vellum is also used to describe a cream coloured paper such as Conqueror Vellum Laid.
