This is actually a good question - my isp software did not have a connection icon automatically show in the tray, so I didn't know if the connection was still downloading, or if it was fully connected. Here's what I have to do - (if you have Windows XP):
- click Start
- Go to "Connect To"
- Right-click on modem connection (everyone has a different name)
- Click "Status" in the drop down menu
It should now show you the status = connected, duration = (in minutes), speed of your connection (for example, 1Mbps, or 52.0 Kbps...)
If you click on "Properties" at the bottom of this window, there is a box you can check to "show icon notification when connected", this will put the icon in your toolbar.

Look at your Modem. If green light is on, then you're online.

If your using dial up then you should have heard the modem dialing.
Cable or DSL do the following
Click start
Run
type in cmd
type in ipconfig
If you have an ip, then your online.
Again it amazes me at the sarcasm
