do you use those blue toilet cleaning blocks or similar items in the tank? if so the gel from them will plug the jets leading to the bowl. a quik cheap repair is to pour some muriatic acid in the tank and flush it through the system then flush several times afterwards to clear out the acid. also wear gloves and goggles for protection. this also works for hard water and rust. other things to look for are the chain too long and not opening the flap all the way, fill valve not filling enough, or bigger clog down the line. plungers only work partially try a toilet snake from hardware store only about 20.00 dollars.

Fill up a bucket with water and put it in the bowl, if there is no clog the water should go down. If there is a clog, the water will stay.
Go to the hardware store and purchase a toilet snake. You can get a decent one for less then $40 I'm sure, and this is a lot cheaper then having a plumber do it. The people at the hardware store (Lowes) can help you decide what you need. If there is a serious clog, which is what it sounds like, the snake will do the trick 99% of the time.
A lot of clogs are caused by things like Q-Tips, Tampons, etc.. things that should not be flushed down there.

you might want to check in side the tank take the lid off and see if the chain is still hooked to the the chain runs from a rubber plunger in the bottom of the tank and goes to a little hook on the handle if the chain is hooked and no water make shore the plunger on the bottom of the tank is sealing to the tank some times rust or a peace of rubber might be under it or the water might be turned off the turn off handle should be close to the flour beside the toilet could have gotten hit when mopping GOOD LUCK HOPE HELPS

are the tank full?? maybe you closed the water and tank is empty,
try also to open the tank cover , maybe while plunging something went wrong in the tank floater or other parts- good luck.

There's definitely something disconnected. The best way to fix your toilet is to call a plumber who knows about toilets. He can fix it properly and give you a warrenty for the repair services.

the chain to the flapper is more then likely unhooked from the handle. reattach it and it should work.
