Why the band Chicago has been always underated or underappreciated if they were/are excellent musicians, specially the original band in late 60's and 70's?

They were not underrated back in the beginning. They are now because they aren't even close to as good as they were.

They were good....I am now at this moment hearing the horns from 25 or 6 to 4 in my head. They were/are talented musicians. I woke up thinking about the song Wrapped Around Your Finger. Then......Peanuts....by The Police. Music is good. Haven't heard of Chicago in a long time. Don't really listen to music much anymore lately. It is one of the enjoyable things in life though huh?

they were good in those years, But a conflict arose as to which direction the band was taking due to Cetera's increasing focus on slow ballads he was their demise in my opinion
