What do you mean by 'photon locked into an electron'? I have never seen this usage and am a physics PhD student.

Photons do not exist until the electron undergoes a downward change in energy level. When it does, a photon of the appropriate wavelength is emitted (created).

i'm not sure if you can "lock" a photon into an electron, because they can be treated as both particles and waves.
(if you mean that the photon is absorbed as energy, then no.)
