We need to know something about your computer,
Do you run a software firewall like Zonealarm Pro that is blocking java scripts etc. Look at your cookie settings, can you download other things on the Internet or is it only IE 7????
IE 6 has a built in pop up blocker, make sure it is set to medium. You will find it on the Tools tab.

IE7's too glitchy, rough and unpatched to be used by most people these days. Do yourself a favour and grab Firefox...

Something is blocking the download? Do you see a yellow bar under your address bar, notifying you something?
You can also try to delet your temp files ( tools, Internet options, Delete files). reboot the PC and try to install it again.
Temporary turn off your virus or other security softwres and try again.
