'I buy it to use' is not proper because it is missing the final 'to'. It should be 'I buy it to use it'. This is a strange question because 'buy' is rarely used like this. Rather 'I bought it to be used,' or, 'I bought it to use it,' makes more sense. Also the future, 'I'll buy it to use it,' works. If you are speaking in the present, rather than the past or future, you should use the continuous: I'm buying it to use it. 'I'm buying it to be used' sounds strange, but i believe it is grammatically correct.

the second sounds better unless you are going to finish the sentence with how you are going to use it.

ex- I buy it to be used for cleaning the carpets.
well that would sound better in the past tense of buy
ex- I bought it to be used for cleaning the
carpets.
I guess it depends on the past/present tense of the sentence.

The passive form is one to avoid in writing, and to be used is passive.
