i have just moved into a new place and the garden is severly uncared for im not sure whats the best thing for it?, should i dig up all the weeds, glass, rubbish myself or hire someone and should i use grass seed or turf? i need the cheapest but easiest option as its a large area and im an amateur when it comes to gardening

You want the cheapest and easiest option. In this case, they aren't the same. The easy option is let someone else do it. The cheaper option is you do it.

turf is just tacky and its is a whole lot nicer (and better for the environment) to have a lawn. Better still, just let it grow wild. If thats not an option I recommend alfalfa--it really soft, edible and good for the soil so that if you do decide to grow a garden the soil will be really good. Unfortunately, you will likely have to dig up glass and rubbish I guess but the cheapest way is to do it yourself. If you think of it as being exercise, outside, helping the earth and making your garden usable and prettier it could be fun.
But forget turf. Worst comes to worse, pick up the garbage and hire someone to run a lawnmower over it (if you don't have one yourself). This is a beautiful opportunity for you to learn about the joys of gardening though. If you are concerned about money, a garden will save you a lot of money in the long run. Think about it---for example to buy an apple at the store is maybe fifty cents. Plant the seeds from that apple and you will have apples for free for the rest of your life.

It's always cheaper to do it yourself. Grass seed is much cheaper than buying sod. You just have to remember to water several times a day. Clean it up yourself and save money. Gardening is the best exercise there is.

You might want to consider buffalo grass which requires less water
