Like have BIOS set to boot from USB and have an OS iinstalled into the HD?

Yes, but ONLY if your motherboard's BIOS supports booting from USB. Nearly all older ones didn't. And I mean that are two years old, not 10.;)

Yes
Windows xp boot loader - no problem if you have install usb hdd drivers in installation of Xp or if you put them afterward
Linux - Lilo for boot loader - yes
If you choose Grub - no :)
Other - try it :)
