What programs are used to add those subtitles in anime videos?

I seem to remember the K-Lite Codec pack having a program or option where you could add subtitles (your own as well as files you download). I can't remember for sure, but i'm pretty sure it does. Try it and fiddle around a bit, i'm sure you'll find something that works.

or you can try to just use something like Adobe photoshop
