The tunic is a very practical garment, if you don't have zippers.
The tunic covers the wearer to the mid-thigh or lower, and like the kilt, allows the wearer to get away with leggings or chaps or nothing without "blowing in the wind." Without a fly, trousers are very hard to make.
Periodically, the fashionistas will "rediscover" the tunic, as the miniskirt, or a top, or a dress. But it has always been around and will be until we all go nudist (not soon, I hope).

how...? like how everything else from all the eras are a part of modern fashion... there is no medieval fashion, 60's ,50's or 90's any more. it all goes round and round like a big clock. what we were wearing in the nineties we will see otha peeps wearing it all again the 2020 or so.... dont be suprised if the united kingdom/flag dress that the spice girls used to wear comes back into fashion again...!

Bit of a daft question, if you ask me. There isn't a when, and hardly a how for it. It developed and adapted through the natural evolutionary process that is fashion. You might as well ask how boots were revolutionised. Well, er, they keep your feet warm... erm... hmmm.
