I would caulk outside AND inside. I had new windows installed and the contractor caulked every window. It is now 12 years and some of the caulk on the kitchen windows is coming loose so I caulked insides. I used bath and kitchen (paintable) caulk but also bought a tool to smooth out the caulk. Works really slick and leaves the hands clean!! It wasn't until I saw the worker caulk that I knew it had to be done. Our entrance door is next to be done (inside).

Chip away the loose caulking, recaulk around the outside of window pane on outside. Check the tube of caulking for temp that it sets at.

There is a product that you squirt into cracks/gaps and it expands and turns into styrofoam. Forgot the actual name, but if you go into a do it yourself place and describe it, they will show you what it is. It is a cost effective fix and it beats replacing windows.

You can replace them if need be or you can recaulk them if there are gaps.
