Ethical, I guess that might be considered, but the president can simply not go anywhere without his security (paid for by you and me) and transportation which is part of his security (paid for by you and me).
The president can go visit his parents and you and I are going to pay for it. He simply is not allowed to wonder off without his staff of people. He is the most heavily protected guy on the planet and there is a price tag that goes with that.

I see the point you are making. I do not know how the bills are paid, but there definitely has to be a certain amount of taxpayer dollars used. Primarily because he is traveling on Air Force One, using full secret service details and this does not account for the amount of local law enforcement required. However, there is nothing illegal in this process and the President should be allowed to campaign for his party as he is in effect the leader of the party. Now having said this, I must also say this, trust me when I tell you that the amount of money spent in this area pales in comparison to other giant wastes of taxpayer money occurring constantly.
