the skin gets fair in London because of the weather. the water is hard and can cause spots, which is why it is good to get a good face wash and facial scrub in this country. lol i learnt the hard way.

No- skin tone is determined by genetics, sunshine or health. Nothing to do with water.

It is probably the moisturisers people are using and not the water.
