hmmm really how do you rate cleverness. if clever is what you think when a fishy does something that usually a fishy doesn't do then yes flipper is the cleverest fishy. but still its not a clever fishy

Flipper is a mammal, just like you. He is pretty clever, so clever in fact that he got himself a TV acting contract aged just 3 years. He later went on to write several best selling novels, performed live on stage with the Scorpions (How could we forget that act?), was the first dolphin in space and later went on to have an affair (Vigourously denied) with Madonna.
Yep - Flipper was a clever dude.
What a silly question, but fun to answer it all the same.

flipper is a very clever animal indeed been a dolphin, but he's mates still get themselves suck in net's and put in tins with the tuna.

No! the cleverest fish is the I.T. cod, it not only evades being caught it can even repair basic computer problems and has even been known to fit an hard drive.
