Is there a chart that determines whether you're a "thinker" or "feeler" based on birthdate?

Well, i've never seen a chart as the one you describe but...
...Water signs (Scorpio, Pisces, Cancer) are more emotional and fire signs (Aries, Sagitarius, Leo) are more passionate therefore i would say they're the "feeler" you 're talking about.
On the other hand heart signs (Capricorn, Virgo, Taurus) are more about practical matters and air signs (Gemini, Aquarius, Libra) are more intellectual, i would say they're the "thinkers".

Yes, but it is not necessarily a specific chart, more a combination of certain elements with certain planets.

For example: the Air signs (Gemini, Libra, Aquarius) together with a predominant position of Mercury and Uranus indicates a "thinker" or a mental nature.

Water signs (Cancer, Scorpio, Pisces) together with a predominant position of the Moon, Venus and Neptune indicate a "feeler" or an emotional nature.

Furthermore the Fire signs (Aries, Leo, Sagittarius) together with a predominant position of the Sun, Mars and to a certain extent Jupiter indicate the "doers" or action people.

Saturn and the Earth signs are a mixture of all three with a realistic, consolidating, managing undertone.

In similar words -- and with more details -- these descriptions should stand in most astrological textbooks, usually under the elements.
