She looks attractive to me.. the camera angle is downwards, I don't think anyone looks all that great from that angle.. I would say the girl does look too serious though and she needs to get out and laugh more.

Pretty eyes, would look better with a natural hair color, if she was smiling, and probably from a different camera angle (not pointing down).

She looks angry, or annoyed. When I think "pretty," I consider what's going on on the inside as well, and she just doesn't look happy in this picture.

If it is you then yes but she is not looking her best.
She looks like she is sulking and drawn that drug addict look. If she was smiling and looking happy it would be a massive improvement. Picture is bad as well and the hair colour - yuck!
Natural colour would be better - the hair looks old.
