Depends on what you mean by improve performance.
If you want it to run a little better then you can remove any unused programs, run disk cleanup, then run disk Defragment.
If you want it to run faster for a little money then purchase more memory and a better hard drive (like one that runs at 7200 RPM's)
Next if you want to spend more money you upgrade to a faster motherboard, faster processor, faster and larger memory, faster and larger hard drive.
Or purchase a new computer with an AMD processor and all the good equipment for about $250-$300, or an equivalent Intel processor computer for about $300+

As you go on installing & uninstalling files from your hard disk, clusters of their remains stays on it in an unorganized manner. Defragmentation arranges them properly. The default Windows defragmenter is good, but I suggest you try the AusLogics Disk Defragmenter. Also various other measures like cleaning your Registry, which can be effectively done by RegCleaner or similar software. Deleting your temporary files also reduces the load on your PC. you can improve the system perfomance by upgrading the RAM, HDD, processor etc. If it is not possible for you. Just run the disk defragmenter twice a week. It will help to improve the speed.
Remove the unnesossary softwares and files.

Use software that doesn't overwork your hardware.
1. Use Lose98 - oops, Win98 - which has USB and other hardware support but requires less resources (or better yet, use Linux).
2. If you have only 64MB of RAM, use an older browser version (eg. Opera 6) or the new Gecko browser (32MB required).
3. If your chip is 800MHz (or thereabouts) and not something new, look for older versions of freeware or commercial programs (scour your local computer stores for old but unused copies of software).

Keep cleaning ur temporary files frequenlty...dont keep many shortcuts in desktop and also dont configure many startup files...keep de-fragmenting all the drives in your system frequently too!! This will improve the performance of your computer for sure!! All the Best :)
