It's an ancient Italian tradition and contrary to what the last guy said, it is not rubbish. I think that it works because secretly we all know the answers to the questions that trouble us and being given vague descriptions of solutions helps us to decipher our own meaning.
I read cards and have had some surprising revelations as well as predictions about things that no one could simply "guess" such as death and childbirth.
Go to the library and you should be able to find a lot of books on beginner tarot. Some of them even have cards. I wouldn't use those. Go get your own because you never know what kind of bad karma lies in them. I like www.azuregreen.com for cards, supplies, and books.

Tarot cards
A set of seventy-eight playing cards decorated with a variable set of fantastic and mystical diagrams, symbols, and illustrations. The earliest deck still in existence is dated circa 1432. Researcher Norman Schwarz has dated the Tarot to between 312 and 64 B.C., from various clues such as the inclusion of earlier astronomical constellations (such as the Lovers and the King).
The cards are grouped into the Major Arcana (twenty-two trump cards) and the Minor Arcana (fifty-six suit cards). The four suits consist of fourteen cards each, ace through ten, page, knight, queen, and king. These cards were first in use in the mid-1400s and have been used ever since by gullible persons to cast fortunes.
The modern deck of fifty-two cards used in gambling was derived from the Tarot deck, the suits being transmuted so that “swords” became spades, “cups” became hearts, “wands” became clubs, and “coins” (or “pentacles”) became diamonds. (In Spain, these suits were “palomas,” “rosas,” “conejos,” and “dineros”; in France, “piques,” “cœur,” “trèfles,” and “carreaux.”) These are the cards that were called the Minor Arcana. Originally, there were four “court” cards, but the knight (or cavalli) card was dropped in the modern deck, resulting in 4x13 cards, while the Tarot retained 4x14.

(In some versions of the Tarot, the Fool is given the number XXI and the World becomes XXII. There is no known difference in accuracy between the two systems as far as prophetic value is concerned.)
For use as a divinatory device, the Tarot deck is dealt out in various patterns and interpreted by a gifted “reader.” The fact that the deck is not dealt out into the same pattern fifteen minutes later is rationalized by the occultists by claiming that in that short span of time, a person's fortune can change, too. That would seem to call for rather frequent readings if the system is to be of any use whatsoever.
The form of deck most used today is the Golden Dawn, designed by A. E. Waite, a mystic, and drawn by artist Pamela Coleman Smith about 1900. The art of reading the cards has been referred to as the “ars notoria.”

there are so many different decks and interpretations that the same card can mean the opposite to different readers, and a lot of times you just don't want to take the unflattering or difficult meaning, here is a link to a pretty good article, I have read many books about tarot and the one I respect most is "Tarot, a new handbook for the Apprentice" by Eileen Connolly, I saw it on Amazon for $0.44, yes forty four cents, there are two additional volumes, but I haven't gotten that far.
The second link is a really cool site that has over 330 decks to look at, it takes a long time to connect because of all the pictures, when you hear the music then scroll down, I have found that if you don't wait for the images to load you have to start over. Then click on a deck, and there is a slideshow for each deck with all the cards.

that's funny you asked that because i did one online when i was checking my horoscope on myspace, and then there's a link to tarot.com, or you can click on the tarot card on that horoscope page and it will redirect you. i'll try to explain this the best way i can. You ask a question. for example say you ask, will i get married soon? you shuffle the tarot cards real good, and then I don't know if you place them in any specific order, but you draw 5 cards and the positions are situation (middle), advice, challenge/opportunities, daily lesson (left), and your future. when you lay these cards down of course it will reveal different characters. but these characters which you have to learn will pretty much answer what course of action you need to take and it the where the card is placed has a lot to deal with it...
for EXAMPLE,
okay i asked would my boyfriend move in with me, and in the challenges/opportunity position which was the 2nd to the left, the hermit card was drawn, and the hermit card meant that to move forward i gotta be isolated or have some alone time without everyone in my face... And when you go on that website it will explain to you the position, the card and what it means for it to be in that position. but to understand tarot, you need to know the cards and their meaning so if you do a reading, you'll know what they mean when answering the questions you wanna know.

If you are using Tarot cards as an oracle, you may be more inclined to read card meanings and spreads. But if using Tarot Cards as a tool for Psychic Ability you would be less likely to hold to any hard and fast guide lines. I’m a profession psychic and use Tarot Cards in a random way. In 25 years of professional readings I’ve never used any ‘meanings or spreads’ of tarot cards from any books.
So if you want to develop ‘Psychic Ability’ throw the books and guidelines away and let the images inspire you. But you may need to try the Rider Waite or another imaged deck.
I believe we are all psychic, but for the majority the gift or the belief has been long knocked out of them. Educated out is another way of looking at it. Many professional psychics have grown up in a psychic friendly environment. Perhaps a grand-parent or parent with the knowledge has helped bring the extra sense out in the open and encouraged its use. But there are as many practicing psychics who have not had the benefit of caring psychic guidance and who have still managed to develop and hone this natural extra sense. The Psychic Sense.

Tarot is a very good method of astrology which can be used for predicting once future. It is done with help of a deck of cards which has major and minor cards.
Learning Tarot is a long process and needs lot of patience and practise. When you have good knowledge of all the cards and their meaning you can start prediction work.

Not the history, but the energy background....
A Tarot reading is a self realized, self-fulfilling prophecy. We as individuals are merely reflections of the archetypes, and as such have access to those archetypes. In other words, we already know the answers we are seeking. During the reading, the person who is receiving it sends energies/thoughts to the cards and "finds them." The reader just has to interpret the order and placement of the cards at that moment.
