A model citizen should be flexible and robust and have an expiry date a good eighty years past date of production...

A model citizen should be hardworking, but should also have time for friends, family and leisure activites, as all these things contribute to making the economy strong and also help the model citizen to maintain good health and place less of a burden on the health care system...

A model citizen should be politically aware, and in a society that allows free and democratic elections, s/he should use the right to vote, otherwise the system will become pointless...

A model citizen understands that any effective government requires funds in order to maintain services for the citizens it is elected to serve and protect, and so s/he has READ the constitution and (if a citizen of the USA), finds that THIS constitution's Article 1, section 8, empowers the congress to impose taxes, levies and excise, so because the constitution is the DEFINITIVE law of the land the model citizen will pay those taxes and levies and excise AS THE LAW REQUIRES whether s/he likes it or not, and obey all other laws that the constitution enshrines as well...

A model citizen understands that political promises bear little relation to reality and will not take them into account when voting, but will consider only verifiable facts and the past performance of the competing parties and their nominated candidates and will not vote blindly without thinking it through...

A model citizen will say what s/he thinks, but always allow others the right to express their opinion as well, regardless of whether they are right or wrong, and will only corect them on the basis of verifiable fact, not pure opinion.

This is comical actually. State laws regarding who can make arrests when and for what varies, and I'm not sure what federal law says on it (immigration violations are federal violations, not state). I know in Texas a person has to be committing a felony. That's #1. Since unlawful presence is not a felony, that would not be a situation where a citizen could make an arrest I don't think. And a person can not assume the immigrant entered illegally because some people overstay visas. Besides, even if we assumed everyone entered illegally, a federal felony, we can't go arresting people for felonies that are not in progress. Off-duty police officers almost never mess with that, so why should citizens? Here's the other issue. There is no requirement for any illegal alien, or any person for that matter, to identify themselves to another person in situations where someone is looking to make a citizen's arrest. In fact, in many cases a police officer cannot walk up to someone and demand identification. Furthermore, local and state police cannot enforce immigration laws. So how can a private citizen verify someone is illegal in order to arrest them? Lastly, making citizen's arrests can be filled with liability. If someone fights the arrest, and then you use excessive force, your over. YOU go to jail. Some may fight because they don't know who you are. If someone comes to me trying to make a citizen's arrest for no good reason, they will have a serious problem. People don't understand liability, and the role it plays, when they go and attempt to detain someone. If you screw it up, just a little bit, you can be charged with a felony.

I guess the obvious one is a citizen that obeys the laws of the country in which they reside.

Voting is a choice in many countries so it's up to the individual.

I would hope a model citizen is one who contributes and gives back to society in any way they can.
A person who respects the rights and opinions of others.
A person who cares for animals and the environment.

In short, a model citizen does no harm!

Someone who abides by the laws. Stand up for what you believe in, and don't judge others. Work for what you want, don't expect it to be handed over to you. I am not sure there is such a thing as a model citizen, our politicians would like for us to believe they are, but in my opinion that is a bad example. I wish we had more model citizens. Believe that one person can make a difference, you may just have to talk louder.
