The physics of plasmas is extremely complicated. You can definitely influence a plasma motion with electric and magnetic fields, but how you influence the plasma is not intuitively obvious. For instance if you apply an uniform and constant electric field in the +x direction and a magnetic field in the +y direction, the plasma will move in the z direction.
Also in general a plasma likes to expand, so you have to apply an external pressure to contain it.

Plasma is ionized gas, so it falls under electromagnetic theory. It isn't "attracted" to anything in particular, but if it has a preponderance of negative particles (like excess electrons), then negative electric forces would repulse it, while positive would attract. LIghtning are good examples of plasma.
