Good question - but I am not sure about your point of the question.
However, the government of the US as I am sure you are aware is empowered by the people to implement those things specified in the Constitution. The responsibility of the government should end when its actions to implement those 'charges' fall outside the powers given to the central government.
Isn't this much of what the debate over security is about right now? Has the government stepped outside the powers given to it by the people and how far can they go to provide for the security of the people?

Which "government"? Federal: Handles foreign relations, makes sure the country doesn't explode, help ensure efficient interaction across all states, handles critical decisions that impact all states and must be uniform, and that's pretty much it for primary responsibility. The big thing for me is understanding the difference between "helping out with" and totally controlling. There are things I think the federal government could assist with, but the problem is that they always end up trying to grab hold of total control of anything they touch. State and Local: responsible for whatever the citizens of that state or local area want them to be responsible for.

It ends at the point where its citizens no longer want it to be responsible towards them and where the willingness of its citizens to pay for the government's help ends.

I think they should negotiate fair trade, negotiate world peace ((with diplomacy), they should make sure that everyone has the right to life liberty and the pursuit of happiness(including a clean environment)... other than making sure things are fair, they should stay out of the states business... If people don't like how their state is being run, they should be free to leave.
