You can compliment on something that is expected, such as completing well done job, and that isn't necessarily flattering.If you criticize in a helpful, non judgmental way, that should not hurt.

First, you need to know who your criticizing, know the issues in their life that criticizing will cause them to react irrationally, criticize honestly but tactfully and you definitely need to have both the right and expertise to criticize on the subject you are going to. As for compliments, most people are flattered by or grateful for compliments but it doesn't mean you are trying to flatter you may see your compliment as truth which in that case express yourself all you want! =)

it's my job. do it on a regular basis, oh yea, being a mother is another point to it. being critical is not a bad thing, it's one persons opinion to change a situation to the better. complimenting is to enhance a job or opinion so that one gets recognition or even being noticed of a job well done. personal or professional. fine line, but easily done if sincere

While you can be particularly careful with the words chosen it all depends on the person to which you wish to critique. For the most part if you know a person well enough you can easily find the words that would best suit their ego...but there are those who process everything through one funnel.
