I would stand as still and as big as possible without showing any signs of fear, I would approach the dog slowly, and then I would slap the dog's head at his ears with my open palms in one big clap. Dogs' ears are more sensitive than our own, and I can tell you that if I was to do that to a grown man, he would collapse in pain. The dog will yelp away, probably unwilling to get involved in a fight when it is already in pain. I may also rake the dog's eyes with my thumbs for good measure, in case I miss (I would only get one shot at this).

Simple:there are no scary dogs:that's only in your mind.
If you just act normal and show no fear:you will be OK.
If you are afraid:the dog will smell it immediately and go into attack mode.So take your chance:it's gone before you know it:and that my friend is more scary,than any dog.

Apparently you're scared of dogs, so what better way to start a conversation with this person by asking him/her if his/her dog is friendly or nasty?
Hm, you may need to "shout" that question, cuz I don't know how close you dare to come to this person, with the dog being there! ;-)
Personally I always immediately feel at ease if someone I don't know but like to talk to has a dog with him/her.....I love dogs!!!
Plus it makes a good topic of conversation, most dog-owners like to talk about their dog!
