There are many reasons
1. Is LAN Card working of the PC?
2. Check the Physical Connectivity of the PC to network(check
Cable continuty)
3. The computer u r pinging has firewall ? disable it
4. The computer u r pinging has blocked the ICMP ? enable ICMP
5. Both PC in single IP network?
I can help u more if u describe your scenario ( both pc's configuration )

There is a service that listens for pings and replies to it. It's a server like any other. You have a bunch of these services running on your computer. The only difference is it uses an ICMP protocol.

Ping ports can be blocked. Ping services can be disabled.

Firewall is on is most likely the answer. The other PC is not on is also a possibility. Without a few more details no one could say for sure what the problem is.
