President Jimmy Carter. Why?
Iran is what it is today because of his actions and lack of action. Was the previous leader of Iran perfect? In a word "No". But he was our ally.
Also his dismantling of the CIA because he felt they were not nice and presented a bad image to the world.
Unfortunately in the real world right and wrong is not always so clear cut.
But I imagine the same people who want to understand the feelings of the scum who blew up the World Trade Center and the scum who assault our troops feel he was a great president.

Herbert Hoover and Warren Harding were the worst.
Hoover was inept of how to get the economy going. And Harding was the most corrupt ever.
