If you haven't already given a gift to the person who graduated, uh yessss...that is why it is called a party. Especially a graduation party. They worked hard to earn the right to graduate, and you reward people with what else, but gifts!!!

its according to what sort of graduation party it is. if its all students having a wild party to sort of say goodbye to high school, no, if its a family party with aunts and uncles and grandparents congratulating the kid for graduating and maybe going on to college, yes presents are appropriate.

I didn't do that for my grad party but I suppose you can. Ask around to see if anyone is bringing. If everyone is, then bring one too.

Yes. Most people bring a card with money in it which is intended to go toward college.
