There is, a channel called Setanta. An Irish Sports broadcaster with a sateliite feed. Its seperate to Fox and Optus and has to be installed, so not many pubs have opted for it. Fox have suggested they may add this channel to their sports line up, but has yet to be confirmed. It would be a seperate channel like ESPN, Eurosport etc along side Fox 1,2 & 3. Id say it has something to do with the rights with Fox and Sky in the England. Same thing happened last year in the Grand slam, when the All Blacks met England in the final game, Fox did not show it. However, they showed the other tour games. As they will with the remaining tour games of this current tour ie France v All Blacks Fox 2 6am AEDT. Hope this helps for future games.
