NO. It is against the law. If he has entered into the agreement to pay you once a week and he has lost the time card then he is at fault. Call the Labor board. The number is in the front of the phone book or on line at the department of Labor.You will have your check that day. They frown on that with fines to employers who do this.Plus he will need to reimburse you for any late fees you have incurred do to his negligence.

You don't say where you reside. However here in Canada it is against the labour laws to delay your pay cheque.
Also a question to your boss's employer. Why is he still managing if he can't even get the payroll done on time?

It's not only not fair, it's illegal. You did the work, you need to be paid for it. If they don't know exactly how much you need to be paid, they need to still pay you and maybe later try and calculate if they owe you more or if you owe them.

No, they should give you your check.
If it ends up that you claim too many hours, they can take it off of the next pay. You can't be expected to live a week on no income.
