In many society will you see men and women topless. In some it is part of traditional clothing, in some other it is just more convenient. For example in France when it gets really hot, people will not mind taking their shirts off in parks or on the beach: it is not shocking to us to see a woman's breasts. In some tribes in Amazonia, people can even be completely nude.
I think nudity is not about what you see but what you think of it.

Reminds me of a funny story. A friend of mine had moved to Houston Texas many years ago (before the age of the cellular telephone). The neighbor in his next door apartment was a Swiss woman, who had just arrived in the country no less then a week before he had moved in. He had not had his telephone hooked up yet, and wanted to call and let his father in Michigan know that he had arrived O.K. When he knocked on her door, she answered it topless, and asked, "Yes, can I help you??" She thought he was weird, because he just stood there with his mouth wide open (by the way he tells the story, she was quite endowed). Finally, he asked to use the telephone, and she asked him in, and showed him where it was. When she found out that he was also new to the apartment complex, she made a pot of coffee and put out cookies, all while never putting on a shirt, and then they sat and talked for about a half hour, with she still being topless, not aware of the taboo it carried in America. I think later on an American girl clued her in, because, as my friend tells it, she always felt awkward around him whenever they saw each other in the hallway afterwords.

Why you are so mystified about native dress of Africans means you think it's funny or you wouldn't be asking such a stupid question.
